As a constant user of the popular program "Any Video Converter" I could not achieve such an effect there as in the program described below. 
As far as resizing and cropping an application from Aimersoft works much better.

We need:

• Aimersoft Video Converter Std (download below)
• profile adapted to Monte (download below)
• any film or movie, for example, with torrents or XviD FLV from YouTube

Installation and commissioning:
1. Grab the installer, install the program.
2. Stock Profile UserFormats.dat place in the program directory - typically C: \ Program Files \ Aimersoft \ Video Converter Std \
3. Start the Aimersoft Video Converter. The program will ask for the product key (serial), but we can ignore this.

Convert video for Monte
1. Start the Aimersoft Video Converter (VideoConverterStd.exe) .
2. We add any movie by dragging it to the window or selecting it from the menu.
3. Select the profile of Samsung Monte category of User Defined .

4. Click on the button Advanced ... (bottom).
4.1. If your video is 4:3 (or "square", so called fullscreen):
select 320 * 240 Resolution .
4.2. If your movie is widescreen aspect ratio (wide, "rectangular", 16:9, etc. ..):
select 320 * 192 Resolution .
5. We can also set:
5.1. Video Frame Rate (I recommend 25 fps, if our source is not one).
5.2. Video Bit Rate (192, 256, 512 respectively for low, medium and high image quality).
5.3. Audio Channel (ie the number of audio channels). We leave two for stereo sound.
5.4. Audio Bit Rate (128, 192, 256 respectively for low, medium and high sound quality)
